Dr. Bhushan is one of India's foremost experts on environment and climate change, with over 25 years of experience in environmental governance, policy, institutional development, and capacity building. He has worked extensively on issues related to air pollution management, climate policy, industrial regulation, sustainable development, and environmental governance at national and international levels.

He played a pioneering role in designing and rolling out India's first National Minimum Training Programme for Pollution Control Boards in 2010, which included induction and mid-level training programmes for environmental regulators across the country. The initiative contributed significantly towards strengthening institutional capacities of regulatory agencies in India.

Dr. Bhushan has extensive experience in leading multidisciplinary teams and establishing institutional frameworks for environmental capacity building and governance. He has conceptualised, designed, and directed several training programmes and institutional strengthening initiatives for environmental regulators, government officials, and technical professionals.

Over the years, he has worked closely with government agencies, pollution control boards, multilateral organisations, and international institutions across countries including India, Bangladesh, Bhutan, Sri Lanka, Namibia, Tanzania, and Indonesia. His expertise includes environmental regulation, air quality management, climate change, sustainable industrial development, institutional strengthening, and capacity development.

He is widely recognised for his contributions towards advancing evidence-based environmental policymaking and strengthening environmental institutions in India and globally.
